According to me, the active cell balancing is best because in active cell balancing the energy will not be dissipated, but the cost is high. In the passive cell balancing, the energy will be wasted and the cost is low.
If you have low budget then passive cell balancing is for you. If you high high budget active cell balancing is for you.
